Libya has climbed rapidly in the list of top foreign policy priorities, after Ukraine and Syria. The plan from the international community was to forge a unity government between the democratically elected government in Tobruk, and the Islamist, Misurata-backed coalition of Islamist militias. But the introduction of ISIS jihadis and their reign of terror has exacerbated the complex challenges for a solution to Libya's woes.
